（1）资格要求
Requirements for Qualification of Bidder

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；


The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投标人应为所投************集团，负责投标货物的销售工作。
The bidder shall be the manufacturer or agent of bid goods. If the bidder is an agent, it shall provide a valid Letter of Authority from Manufacturer. If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods.
投标文件中提供制造商授权书的中标候选人，应在中标候选人公示后 3个工作日内将制造商授权书原件（签字或人名章或公章均须为原件，不接受扫描打印文件）送达招标人联系人进行核验，对于国外制造商授权书原件，投标人提前准备以满足核验原件期限要求。投标文件中提供的制造商授权书可在制造商官方网站上查询并核验一致的或纸质投标已递交制造商授权书原件的，可免于送交原件核验。核验结果不一致的，将按照提供虚假投标资料处理；未能在规定期限内提供原件的，将视为不如实提供材料处理。上述两类情况将取消中标候选人资格及中标资格，并按照中国海油相关制度规定给予禁用等处理。
The winning candidates who provide the manufacturer's authorization letter in the tender documents shall deliver the original manufacturer's authorization letter (the signature, personal seal or official seal must all be the original. Scanned and printed documents will not be accepted) to the contact person of the tenderer for verification within 3 working days after the public announcement of the winning candidates. For the original authorization letter from the foreign manufacturer, the bidder should prepare it in advance to meet the time limit requirement for verifying the original. The manufacturer's authorization letter provided in the tender documents can be verified and verified on the manufacturer's official website. If the original manufacturer's authorization letter has been submitted in the paper tender, it is not necessary to submit the original for verification. If the verification results are inconsistent, it will be dealt with as providing false bidding materials. Failure to provide the original documents within the prescribed time limit will be treated as false provision of materials. The above two types of situations will result in the disqualification of the winning candidate and the winning bid qualification, and will be dealt with in accordance with the relevant regulations of CNOOC, such as being banned.

（2）资质要求Qualification requirement:
投标产品制造商应取得覆盖本次投标产品且有效的《中华人民共和国特种设备生产许可证》（压力管道元件制造）及《特种设备型式试验证书》（压力管道元件）并在投标时提供扫描件。
The manufacturer of the bidding product shall obtain a valid "Production License of Special Equipment People's Republic of China" (for the manufacture of pressure pipeline components) and a "Special Equipment Type Test Certificate" (for pressure pipeline components) that cover the bidding products, and the scanned copy of the original shall be provided during bidding.
投标人必须提供所供防爆电子式仪表的国家授权防爆认证机构颁发的《产品防爆******委员会授权的国际权威认证机构，如：IECEx、ATEX等。
The bidder must provide the "Product explosion-proof Certificate" issued by the national authorized explosion-proof certification body of the explosion-proof electronic instrument. National authorized explosion-proof certification bodies include NEPSI, CQST and PCEC, and also include international authoritative certification bodies authorized by the National Certification and Accreditation Supervision and Management Committee, such as: IECEx, ATEX and so on.

（3）业绩要求Requirement for Bidder's reference:
2015年1月1日至投标截止日（以合同签署时间为准），投标人所投产品制造商应具有至少1个SMPO装置的金属硬密封调节球阀的供货业绩，且一个业绩须同时满足至少1台阀门尺寸不小于10吋Q-trim阀芯结构的V型球阀和至少2台不小于AN******集团内负责销售的公司，需提供该制造厂商的业绩。
业绩要求中的产品的系列或型号须与本次投标产品的系列或型号相一致。
From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied by the bidder shall have at least one contract of supply performance of Special Control Ball Valve of SMPO Plant, and one contract of supply performance shall meet the technical requirement of at the same time: at least one V-shaped ball valve with a valve size of not less than 10 inches Q-trim type, and at least 2 sets of not less than ANSI 900BL control ball valves with anti-cavitation function with valve size not less than 6 inches. If the bidder is a company responsible for sales within the manufacturer's group, the performance of the manufacturer shall be provided.
The series or model of the product in the performance requirements must be consistent with the series or model of the bidding product.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件和用户签字或盖章的到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、制造商名称、装置名称、货物名称、阀门尺寸、V球阀芯结构（Q-trim）、ANSI（900BL）、带防汽蚀功能。
若业绩合同为年度协议，除提供年度协议外，还应提供相应的已到货订单，订单内容或编号应与年度协议相关联。同一个年度协议下提供1个或以上的订单及与订单对应的到货验收材料均算为1个有效业绩。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract and acceptance evidence of goods delivery signed or sealed by the user. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods, valve size, V Ball Valve core structure (Q-trim), ANSI（900BL）and with anti-cavitation function.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.
未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
